How does this work? I can't seem to figure out how to buy a return label to upload and send to a buyer so that he can return an item.

I really wish I could help you but I am in free returns so ebay always does it for me,its very convenient for me.The best advice I can give is to accept the return and try to find a way to issue a label.I am sure someone will be along that knows more,please be sure to accept the return 1st

I also have free return, like the other poster. The only advice is to contact the buyer and ask them to check their order page or the resolution center and see if there is an option for them to print a return label.
If it does not work, sign up for free pirateship.com account. Help pages have easy to follow instructions how to generate a return label, i.e. the buyer is the sender and the seller is the addressee. You can also chat with them and they will give you the instruction or may even set it up for you. Quite easy.
Then you save the label in the PDF format and send to the buyer.

If you have accepted the return, then ebay displays a prepaid return shipping label for the buyer to print out and affix onto the package to send back to you. Once tracking shows DELIVERED back to you, and it is in the same condition as you sent it, you have 2 days to refund the buyer.

I'm not sure this is the case with an international buyer. That seems to be the issue.
