Seller suspended after purchase

Seller provided a tracking number that shows delivered but i never got it

What type of dispute do i need to file?

Since the seller is suspended, do i open a case with paypal?

Print the Order Details and take it to you post office. Ask them to confirm via GPS that the package was delivered to the address on the order. If not, ask them to give you a letter stating that.  Then file an INR case and use the letter as evidence . I know this sounds like a lot of work and the PO may be reluctant to help, but it's the only way you will be able to win.

I'd try eBay first,  then PayPal if eBay doesn't help.

When you started your most recent same zip code scam INR refund request last month, where did you click to upload the GPS coordinates?

A remorse or SNAD return request allows up to 10 photos,

but an INR refund request has no provision for any image uploads.

I had this happen. You can also do an INAD claim and get your money back. Print the shipping label you are given and return an empty box. Ebay will refund you once it is scanned as delivered. People that did an INR lost almost every time due to ebay stating they received the item with tracking as proof (even with a letter).
