I had to return something and at first the seller offered 40% refund which I did not accept. The seller then accepted the return and was supposed to provide a label. The email I got said "print label" but there is no label to print -just a tracking number. I have requested label to be sent again and same thing happens. No message from buyer. What do I do with just a tracking number?

You can print the return label in the case in your resolution center.

Not so. Ebay resolution center just redirects me to the seller reply with tracking #. I cant get hold of ebay rep as there is just a recording. I think seller is hoping I can't send item back. I see from feedback that this is not the first time. Has a habit of offering small refunds without a return which most buyers won't accept.

Send a private message with your name, email, and zip code to eBay at Facebook or Twitter and ask eBay to look at the bad return label.

You're creating an account for the sole purpose of sending a private message to eBay @6sfly you're not making friends, adding your photo, or becoming social.
If you'd like, you'll use an assumed name, an assumed birthday, and a new email address to confirm registration -- it's that brief.
This is like borrowing a phone to call eBay -- it's not your name, birthday, and number on that phone -- but you'll be identifying yourself to eBay during that call.
