Seller sent me wrong item, I opened the case for return, seller asked ebay to step in and ebay resolved this case in seller's favor. I attached photos to prove that the item is really wrong.
1. What is the reason to close my case?
2. Why ebay even don't say the reason of his decision?

My understanding for PayPal is that they decide on a case-by-case basis.

Without any details no one can tell you why. You didn't tell us what reason you selected when you opened the teturn, you didn't tell us when you received the item and when you opened the return. So it could be one of many reasons. eBay rarely sides with the seller.

What was the reason for the return? Was it an item not as described? Were you asked to return the item to the seller? If so, did you return it within the timeframe?
Attaching photos doesn't prove the item wasn't as described.

It's not the first time when I order batteries from this seller. When I click "View order details" on this item, I can see details only for the first order that was at Feb 2017. Probably when I opened the case for return, it has been opened for older order and it was the reason why ebay closed this case?

You lost because you opened an item not received case instead of an item not described case. For the he seller to win all they had to do was prove they shipped SOMETHING to you.
Go to PayPal and open a item not as described case.

What means the reason "wrong item sent"? I selected just this reason for return.

Everyone, the eBay request system cannot differentiate between multiple orders for the same eBay item number.
So when you start a return request, you're not making a return request on your latest order of that item number. This will continue to happen until eBay starts additionally using the order-specific eBay transaction ID instead of just the item number alone to identify refund and return requests.
Instead, for multiple orders of the same eBay item number, you must open a case on a specific payment at PayPal where you may or may not have to pay for return shipping, or a file credit card chargeback where the seller is responsible for return shipping.

If what you're saying is that eBay denied the OP's claim because Buyer Protection had expired on his January purchase of that same item, that would seem to fit what we're seeing.
And moving on to paypal or credit card would seem the best advice as well.

I'd appeal the decision and get on the phone with customer service and point out their error as the tracking number provided shows delivery on May 8 and not back in February.

This is a frustrating system flaw I see pop up from time to time. When this happens will a CS rep have the ability to correct this for the buyer (ie: provide return shipping label & refund once item is returned) without them having to open a case in PayPal & pay return shipping?
@andrew_abv Hopefully Trinton or Tyler can help resolve this through eBay, but if they can't and you need to open a claim with PayPal, are you opted into the PayPal program where they cover return shipping? If you're not already opted-in then I don't know if you could apply it to an item purchased before signing up, but you can at least look into it for future purchases. https://www.paypal.com/us/webapps/mpp/returns

Thank you guys. I opened a claim on PayPal, will try to resolve this problem directly with the seller. I wrote him that I would be satisfied with the partial refund (50% of original cost). Will see how he'll proceed.
I hope ebay will solve this "frustrating system flaw" relating to multiple orders of the same eBay item number in the near future.
