Seller provided a return shipping label for item and then didn't pick it up

I purchased an item which was incorrectly described, Very clean. Well maintained along with the general eBay description for a used item

Used: An item that has been used previously. The item may have some signs of cosmetic wear, but is fully operational and functions as intended. This item may be a floor model or store return that has been used. See the seller’s listing for full details and description of any imperfections.

 

- It was neither. Seller accepted the return and provide a prepaid shipping label. Seller used a shipper not recognized by eBay tracking. I provided that through a Chat. EBay closed the case AFTER the chat based on no tracking information.

 

The item has been waiting on the shipper's dock from July 15, 2020 till today July 29. The seller stopped responding to buyer questions. 

 

I added that shipping information through Chat and an email.

 

Because of the high dollar value, the case was bumped up, by Chat, to a higher level on Monday July 27th, with a promise that I would receive the needed help between 24-48 hours, by email or phone call.  Nothing yet.

 

When am I going to get my refund as promised by eBay Money Back guarantee? 

What if the buyer never picks it up from the shipper's dock?
