I ordered a package from a seller with projected delivery date November 27-December 1. It's now December 8 and it hasn't sent. Four days ago I messaged the seller about it and I never got a response, and others seem to have had the same problem, so obviously I no longer expect to receive it.
I previously attempted to request a refund through a "return" request, then realized that was not what I wanted and closed the request. Now I seem to be unable to open a request for missing item refund because of the closed return request. When I called the support number, I was told that I would need to make a refund request through PayPal; I did not pay for the item through PayPal as I did not have a PayPal account. I have now made a PayPal account and there does not seem to be an option to request a refund. How can I fix this?

If you paid with a credit card, call the credi card company and have the charge reversed. Paypal cannot help you, if you did not pay with paypal.
If you paid by check or cash, you are out of luck, in getting any refund.

Locate the item. What is the last ESTIMATED delivery date?
International shipments often take several weeks, and ebay's estimate is very optimistic. You have 30 days past the last estimated delivery date to file an Item Not Received dispute in the RESOLUTION CENTER. Don't let that date pass.
If it is past that date, you will need to file the case in Paypal's Resolution Center, as they allow 180 days.
Does the listing include a TRACKING number? What is displayed when you click on it?

Once you opened that Return Request and then closed it because you realize that was not the type of claim you should have opened, Ebay will NOT allow you to open another claim. You are locked out from being able to to that now.
The next best thing to do is if you paid with PP, go to PP and file a case for Item Not Received.
If you did not pay with PP, then you paid with a Credit Card. Go to your CC's website and place the charge for the item in dispute.
