Seller not responding

I won an item and within 10mins I sent payment via PayPal. It has been a week and the seller has still not claimed it. They have not responded to messages I sent immediately after payment, 3 days ago or today. Am I within my rights to cancel the payment or do I need to wait longer?

You may want to send the seller a cancellation request, that might get their attention and make something happen. If they still don't respond, then yes, ask PayPal to cancel the payment.

If neither of those options work, you may have to wait until the estimated delivery date has passed and open an INR dispute, but I hope it doesn't come to that. There's a call back link at the bottom of that page in case you need to contact eBay.

yes wait some moments. According to this covid situation there are lot of problems face both sellers and buyer.

seller were unable to shipped customers orders because lockdown of their states or cities..

so please wait and see some days. Seller will reply you soon.
