I recently filed a item not as described return for an item I bought from a Chinese seller. The item is trash and completely useless. After requesting the return the seller accepted and then I got the message from ebay that the seller can't send a shipping label. I understand that the seller can't provide a shipping label through ebay because they are in another country. I found out how much it will cost to ship the item back through usps and it will cost more than I paid for the item in the first place. I let the seller know and they asked me to find cheaper shipping. I told them that the cost of return shipping is not my responsibility and that I don't have access to commercial shipping rates so it's likely going to cost more than they paid for shipping the item to me. Since then the seller has stopped responding. I'm not spending my own money on return shipping. I started the return about a month ago and I don't see any option from the return details to escalate or ask ebay to step in. What do I do from here?

It's a waste of time anyway. The Chinese sellers just don't pick up the package so you have no proof of delivery.
I suspect that most of these items are rejects from the factory floors over there. At least with the stuff manufactured there and shipped to the company's here there is some attempt at quality control.

If you do not see an Ask ebay to step in link in the Returns Request, give ebay customer service a phone call in the morning. Click on HELP & CONTACT at the top of most screens to get their phone number.

It's actually better if the seller pays for a cheaper return shipping and then doesn't pick up the package: eBay will force the refund without tracking showing delivered.
Tracking is required to confirm the item has been returned to the seller. Signature confirmation is required for items returned with a total cost of $750 or more. If a seller chooses to offer the buyer an untracked return label and eBay is asked to step in and help, the buyer will not be required to provide proof of delivery or signature confirmation. http://www.ebay.com/help/dont/trust/ebay?id=4210

Seller is likely stringing you along so the 30 MBG times out. Call CS and have them review the messages. The seller has not supplied the label in the required time frames. eBay should immediately close in your favor.

Since the seller is responsible for the label, not picking it up only hurts the seller and has zero consequence for the buyer.

International sellers do not send return labels. The buyer has to purchase them and hope the seller will reimburse.

And if the seller does not send the money, the buyer can ask Ebay to step in, and Ebay will force the refund without a return, which gives the seller an unresolved case strike.

Well then all the seller would have to do is drag their feet on that and let the claim get old enough for them to get it closed for the buyer being non responsive in matters of shipping the item back. Ebay will not force a seller to send the buyer money to purchase return shipping. This is where the buyer gets a bit stuck in a very difficult place.

How or why would they do that? They have no way to force a seller to send the buyer money for return shipping. In fact Ebay would have no proof one way or another if the seller did or didn't send the buyer money for shipping. What if the seller said they sent the money [even though they didn't], they aren't required to prove it, then what would happen?

"We’ve placed the return on hold for 5 days to allow you to arrange the return shipping with your buyer. If you don’t provide a resolution to the buyer by (date), we’ll close the return in the buyer’s favor and issue them a refund, even if they haven’t returned the item.
There are a few ways you can facilitate the item’s return:
- If you have a preferred courier, you may wish to send your own return shipping label to the buyer.
- Find out the return shipping amount by using shipping calculators from the buyer's local carrier website (e.g. USPS for US), then issue the buyer with a payment through the “send money” option in PayPal.
- Contact the buyer through eBay's messaging system and see if they’re willing to keep the item and accept a partial refund for the damage/missing parts.
- Issue a full refund without needing the item to be returned – doing this will automatically close the return immediately."
