Seller not picking up return, paypal sided against me

I received an update to my case a few minutes ago and it was stated that the case was in favor of the seller. I gave paypal my message attempt to the seller asking whether or not there was any trouble in picking up the return. To this day I still have yet to receive any response from the seller for 26 days. I also gave paypal the purchase receipt and return tracking number. I am kind of at a loss. 

Paypal's response:
We have received a response from the merchant and we've also reviewed all the details of your case. Based on the merchant’s response and the information we have to date, we have to deny your case. This decision was made because the dispute was submitted with insufficient information/documentation to support the claim and we were unable to obtain the required information/documentation after requesting it from you.

Not knowing the whole story since this is your only post, which starts off as if there were previous posts, if you had started this on eBay first, you would have your refund.

Unlike PayPal, which only looks for a "Delivered" status, eBay considers "Available for pickup" the same as "Delivered" and sellers cannot avoid a refund by preventing the delivery of a return.

Your card issuer might similarly be stocked with educated employees, and if you file a chargeback, you'll merely demonstrate that the item was shipped back.

Ok so after my paypal case is closed I should request an appeal with ebay. Thank you. I originally wanted to make a case on ebay but the prompt did not show up for so long that I went with paypal. 

Edit: Should I cancel my case with paypal so that I can proceed with the appeal with ebay?

Unfortunately, the order of operations is ALWAYS eBay -> PayPal -> credit card.  By going directly to Paypal, you eliminated ebay from taking any action; they see the result of the case from paypal and will not overturn it.

No, once you open a case on Pay Pal, thats it, you can't open one on Ebay.

You always want to start with Ebay, then got to Pay Pal if needed.
