I started a return request for an item I wasn't happy with (the quality of the cloth wasn't worth the $30 CAD I paid for). There was no description as to what kind of material it was, so I didn't know I'd end up with a thin, cheaply made material, almost see-through (but since I paid 30 bucks for it, I expected it to at least be decent). Anyways, the item wasn't as expected and I'm not happy.
Seller accepted the return request, but isn't sending me the return label even after I asked thrice. Now, seller is trying to partially refund me 17 USD/around 22 CAD instead of giving me a return label. I have until March 12 to return the item, but can't do so until I have the return label which the seller isn't giving me. It has to be from eBay because otherwise eBay can't trace the package.
I can't "ask eBay to step in" because the seller already accepted my request to return the item.
Can anyone help me on this?

The return label doesn’t have to be from eBay. The tracking number can be entered in the return request so that eBay is aware of when the seller receives the package back.
As someone else mentioned you may be responsible for the return shipping if the return reason stated was a buyers remorse one unless the seller offers free return shipping to Canadian buyers. But if the seller is responsible for the return shipping cost and they are in another country, they won’t be able to issue a label anyway, they would have to send you the money for one. A Canadian seller could send you a label but it wouldn’t be sent through eBay either. Ebay labels are only for US seller/US buyer transactins.

Must've used a buyers remorse return reason which doesn't provide you with a seller paid return label. What reason did you file with?

That depends on the sellers refund policy. Some policies do and some policies don't.

Buyer may get a label either way; the difference is whom the label is charged to. If it is a buyer's remorse reason and the seller accepts returns, then the label is charged to the buyer. If they do not accept returns, they may be able to decline to accep the return. If it is a not as described, that falls under the MBG, and the label is charged to the seller, IF the buyer sends the item back.
Overseas sellers or international sellers may not be able to send a label. If a return for SNAD, then they can send money via PP for the buyer to ship the item back.

I am still amazed, after all these years of being on E-bay, just why any buyer would 'expect' the seller to know just what they expect in a product.
As you posted, expected and described are two entirely different things.
