I'm in a sticky situation here, I bought a PC on the 2nd of July and the estimated delivery date was July 8-July 12. It is shipping from New Orleans and I live in Austin, so it shouldn't take a long time. I still haven't got the package and the seller is not responding to my messages. The shipping also says Shipping label created USPS awaiting item, it's been like that for 9 days. I have 13 days to submit a claim with eBay money-back guarantee. Should I submit the claim, or should I wait a little longer?

Since there's no evidence that the seller has actually shipped the item, I'd file the claim now.

If the last estimated delivery date was July `12th, you could have gone to the Resolution Center and done that as early as the 14rh or 15th. You do not need to message the seller. And if the last estimated delivery date was July 12th, then you have 30 days after that, about August 10th to start a claim.
But I recommend you do it now.
It's not a "sticky situation" at all. eBay gives you options to use if/when a transaction goes wrong.
Why not use them?
