order my item on the 27th of Aug, the guy hast messaged me back or nothing its been 2weeks, I canceled the order 4 days ago it was declined, I try and pick the more actions and say i have no received it and it says it still may arrive today the 9th.. So I kind of don't know what to do at this point. like will it cancel itself out of what ebay is no help

You waited too long that's why it was declined. This is a learning lesson. You are given 30 days to file a not received case against the seller. Unfortunately that time has expired and the seller is not obligated to do anything. Next time look at the estimated scheduled delivery date. After that date file a case. Don't wait.

What is the last day of the delivery estimate that was given when you purchased?

1 day after that estimated date you can open an "item not received"

If Oct 9 is the last estimated day of delivery, you should be able to open an item not received today, Oct. 10.
