Seller hasn't responded to my returns request; what happens when ebay steps in?

Will eBay send me a prepaid return label? I requested a return for an item not as described (doll described as brand new, but missing clothing and with loose legs). It's my understanding that the seller is responsible for the return shipping costs in such a case, but I haven't gotten any response to the returns request that I opened. The seller hasn't sent me a shipping label. I'm just wondering what to expect when eBay steps in.
