Not necessarily a FAKE tracking number as postal service providers regularly don't scan the items or have issues with their system and website does not update.
Information shown could relate to seller purchased/ created the label or uploaded the tracking/ dispatched the item and I fully accept that this may be a deliberate act to create a smoke screen.
Your order on eBay will show an expected/ estimated delivery date.
You could ask the seller to send you a copy of label he used to send the item and to confirm that item has been handed over to postal service provider. Please keep in mind that seller is not obliged to respond/ reply or provide copy of label. I am a seller and I would provide this information without any hesitation.
2 Days past the last estimated/ expected delivery date please send your seller a message advising him that delivery has not been made and that you are proceeding to open an INR (Item not received) case.
Case itself will show a date on which you can ask eBay to step in and if you don't receive your item by that date then ask eBay to step in and I would expect eBay to close the case with a full refund to you.
Should the item be delivered after case is closed/ you have received a refund then you should contact your seller , obtain his PayPal account details( email address) and pay your seller.
