I received defective item, so i negotiated return. Seller accepted return, but he can't send me a return shipping label. Since this item is covered by eBay Money Back Guarantee policy the seller should be responsible for return shipping charges. Unfortunately seller is not willing to accept return shipping charges. Seller is in USA, buyer (me) is in EU.

What do you mean by "negotiating" the return? Have you filed a case for item not as described? That's the proper way to do it. Has the seller responded withing the time frame ebay gave? You need to do all communications via ebay's resolution center. Also, call ebay to get the advice.

If you filed a Returns Request, and the seller accepted, s/he needs to send you enough money to cover the return shipping, since s/he cannot print a return shipping label good in the EU, or refund you fully without requiring return of the item.

Tell the seller how much tracked return shipping costs and ask them to send you the funds through PayPal. If the seller doesn't cooperate then click the button to ask eBay to step in on the return after the date shown on the return.

even though there is no such button and the clock is ticking down on your deadline to ship the return for a refund.
