I bought an item & give it to a family member outside of US. When they received it, the item was not working as advertised. I contacted the seller, it says please return it & they will look & refund. I told them that the item is out of the country. They said, it's ok they will wait. Few weeks later, the item is finally arrrived, I contacted them asking for their address & shipped it using USPS Priority. Item was never received as the address that they given me is false. I contacted them and now they said they only accept refund within 14 days. What can I do? I meant, I incurred extra cost & feel cheated.

You were and still are the buyer of the item. You should have inspected the item before you mailed it off to the family member outside of the US.
It is not the fault of the seller that you incurred extra cost. That's on you and you alone.
You lost all buyer protections when you forwarded the item. Sorry, but this should be a lesson learned for you.
