Seller Requesting Government issue ID to verify address

I just changed my address at the time of payment. Which now matches my PayPal ship to address.

 

Seller is asking for State/Gov issue ID to verify Address/ID. Is this necessary? Should I be leery to share?

I have never heard such a thing AND I would never send my ID to anyone.

Well, I sure wouldn't share mine.

The seller has to ship to the address on the order anyway. Geez....
