From your Seller Hub overview, hover over the Orders tab and click on Shipping Labels. From that screen you'll see in small print, "Have more orders awaiting shipment? Use the bulk shipping tool." Next to it is a tiny icon to go to bulk shipping. Click it. From there you can print out scan forms. It will say all orders have been sent, (assuming they are), but on the top right you'll see a tab for Scan Forms. Click that to generate what you need.
