You can store and ship items from anywhere in the world, so if you have a warehouse in the USA where you can store your items, then this is allowed.
But, on eBay, your "item location" is the physical location where the items are stored or located ... you cannot say that your items are located in the USA if they are actually in Sri Lanka.
