get the tracking info not delivered to you in written form. You will need it to open a case with ebay.

Your local USPS should be able to do a trace report. I did a quick, online search as well:

It sounds like it may be a scam where a naughty seller sends something within your zipcode, but not your place, with the expectation that it will be sent back to sender. An example would be is if there was a restaurant in your same zip, they would send it there instead with full knowledge that USPS will only show the ZIP code, so it fakes out the system to make it look like it was delivered properly.
eBay will likely need a statement on official USPS letterhead indicating it did not go to your address to prove that.
Best of luck.

This is eBay Community Board where members try to give sound free advice. You need to read eBay Policy on what to do when there is a problem with your purchase. In your case, your item hasn't arrived because it was delivered somewhere else. Do as other posters have suggested and get documentation from the post office, specifically the address where the package was delivered as they have this capability.
eBay is not going to call the post office and inquire about your package. Your options are: Open a case in eBay or Paypal Resolution Center or do a credit card chargeback.
$999 is a lot of money to lose in a scam.
