I had to receive a return because the buyer refused to send the package to the country of the seller who is a friend of mine. I opened the package in front of the postal worker and the surprise was that the buyer sent scrap instead of the real item (worth around USD $1500); It was the first time I had to make a complaint to the postal inspector, the local police, the FBI and also the consumer defense. My advice is NOT to sell expensive items on this platform. Sellers are not protected, no matter the years on eBay and feedback ratings.

Since law enforcement is involved get a copy of the report you filed and appeal the case with eBay.

@rachels_jewelry
Get a copy of the reports from USPS and the police department and use them to appeal the case.

Sadly, I think your right. eBay no longer seems to advocate for the seller.

I appealed the case and it was denied, I made a mistake in my haste and uploaded documentation from a different selling account and I think it didn't help - also, it was on a weekend and I felt like the decision was rushed. This is the biggest loss in 15 years of selling.

Well this part is good news:
"Someone in my town got an empty package and the police recovered the empty padded envelope with packing paper inside."
Law enforcement may get some one in a lot of trouble.
I hope the buyer was in the US and not out of country.
