Do I need to refund buyer if they say item arrived damaged and want a full refund but waited a month to tell me when I have a two week return policy? And I completely have no idea how it possibly was damaged. Glass is not broken but metal part of lamp is?.

Your return policy applies to buyers remorse. You are aware of the money guarantee correct? If it’s within 30 days of delivery and buyer has opened a return request you need to issue a full refund. If the item was insured then file an insurance claim. If you want the item back you have to pay for return shipping.

Look at their address.  If it's been a month, that sounds like a possible freight forwarder issue, which means you are off the hook.  If their address looks something like this:

 

Art Vandalay CM88094883

 142849 Blah Blah Blvd.

Oxnard, CA (zip)

 

That means they shipped to a forwarder, and it went out of the country.

If they opened a case for item Not As Described, you have no choice but to accept the return, or eBay will force you to refund and let them keep the item.  Accept it and issue a prepaid return label.
