Sent out an auto part and the buyer decides he doesn't need. He pays the return shipping but files a rfeturn. Now Pay Pal is holding my funds and won't let me sent him a partial refund minus the restocking fee.  What now???

What kind of "return" did your buyer open........ and where was it opened...on eBay or Paypal?
