Have I missed an announcement somewhere about the window for customers to return items being extended to 1 month?

Yep. Check out the 2020 Spring Seller Update. It's like 'Forever + 1 Day' now.

I see that the Return window has been extended.  Due to the small window of opportunity for selling

'in-season' clothing, I will no longer be offering 'good will' returns to customers who purchased the wrong size.

By the time I receive their return back, we will be entering another season and I will be unable to sell the item they are returning. 

 

I truly wish I could give good service, but it no longer seems possible to do so and still make a profit.

You're not looking at this like a business. The small amount of returns and the even smaller amount of customers that will 'wait' the 30 days, is not going to hurt you 1 bit. Most will return within a week as normal, as they want their money back. Not accepting returns will just a.) hurt your sales more than these types of returns and b.) force you to pay the return shipping when most who want to return will just open a 'not as described' to force you to refund. 

 

ps- fitment is all over the place, XL is not the same from 1 manufacturer to the next. Heck, even size 34 pants are not the same from one to another. Someone knows how to use a tape, others don't. I know if I bought from you and it didn't fit, you are getting it back...one way or another (and I'm getting my $).
