I recently sold a buyer two shirts, payment was instant and the following day the items were shipped. A week later I received the package back with the marking on package stating did not order want refund sent. No contact as been made. I will contact buyer, do I do a full refund minus fees? What is the proper way to handle this.

I agree with Green-Night. Do nothing until you hear from the buyer through eBay messaging or they file a return request. What does the original tracking of the package you sent show?

Oh! Upon further reflection, it might not be a bad idea to message the original buyer and advise them of the situation and request how they wish to proceed. I would only message them once though. The ball is in their court.

I would contact the buyer and tell them that you received their order #xxxx back in the mail with a note stating that they did not order them, but in order to process the refund, you need them to open a return through eBay.
Could've been a gift shipment where the recipient was unaware. Maybe a father's day present?
No reason to not contact the buyer. Keep this aboveboard and professional.
When the buyer opens a return, and you refund through the return, your selling fees will be credited.

If the buyer really wanted a return they would open a case.
They only thing I would do immediately is BBL, I surely would not put into motion anything that wasn't discussed through messages.
