Return

Buyer said my item wasn’t working (which isn’t true). He opened a case but didn’t return it in the period he was supposed to. I called eBay and got the case closed, but now I’m wondering, Is he allowed to open another case and try to return the item again?

Not with ebay but he has up to 180 days to try and open a case with paypal or his or her's credit card.

Your buyer may have figured out the problem i.e. loose battery terminal or they were not aware of the 5-day return window to get a postal scan.

Either way, they can open a defective item case with PayPal for up to 180 days from the date of purchase. I will also say this as nicely as possible; even if you knew 100% as fact with the Pope as your witness that the item was working when shipped you can not prove it was received in working order. The mere fact that shipping can jostle a wire or crack a circuit board is common - unfortunately, that onus is still on you.
