I should have pay up front return this item I don’t have another 11.00 to return they need to send a shipping label return the item because it doesn’t work and if it got damage while it was sent me they need contact post office because they have insurance on it!!

If you opened a Return using Item Doesn't Match Description, the seller has to provide return shippinng.   They have 3 business days to comply.

If you pay out of your own pocket, eBay cannot force the seller to refund after the fact.

Did you contact the seller about this? The seller can help you with the return but they need to know about it. If they are uncooperative then file a case with eBay for Significantly Not As Described to receive a prepaid return label and a full refund.
