I sent 2 packages same address, one was delivered and the other was returned to me, supposedly not enough address information. I asked the seller to cancel the item and re buy it. But if it's canceled means that I'm loosing 10dlls of shipping that it's been paid?

If the address is correct and the PO made an error by not delivering (which sounds likely since one package made it and the other did not) then you should take the returned package to your PO. They can check into the address and if they find it was in fact a USPS error then it would be reshipped without additional postage. If this works then there is no need for cancelling and rebuying/paying etc. And you would not lose the cost of postage.

This is true. I've had to do that more than once over the years. I make it clear that the buyer's address is correct (which in this case should be easy to prove since one of the two was delivered to the same address), and ask them to put it through again.
