Return request for remorse question

Buyer did not open SNAD. She claims she doesn't like the item and it's smaller than expected. (Measurements were in listing.)

If a buyer requests a return for remorse on a "no return" listing and seller has option to decline the request and close the case, can the buyer open SNAD? 

And what about feedback?

At least Paypal will make her return it on her own dime for remorse.  I am all about the equality - I either get the ITEM or the MONEY, not both, not neither.
