Hello dear friends,
One of my customer opened a return request before I ship that order.
In the request he told that he want to cancel the order.
So what should I do now.
Can refunding him directly through return request be caused to reduce my selling performance?
Or what will be if I cancel order and refund without thinking about return request.
I need a help. Please help me. Thank You. Stay Safe.

I don't think you should be concerned with your seller performance at this point. You are actually ahead of the game. You haven't shipped your item out so you get to sell it again to someone else. You will only lose any fees which, depending on the amount of your sale, could be pretty minimal.
I don't believe you can cancel if they have already opened a return request, but you wouldn't want to take that chance as the return may remain open. Any return that has to be closed by eBay will count against you.
If I were in this position, I would refund the buyer via the return. Then I would sell the item again and depending on any fees I am out, raise the price to cover those fees. You are in a good position so don't waste too much time on this. Best of luck to you....

I believe you can submit a cancel transaction request and select Buyer request as the reason. It shouldn't count against you.
