You need to discuss this solution with your seller beforehand.
Your seller does not have direct control of the overseas shipping and import charges. But if your seller goes back and fully refunds the rest of your payment, due to that full refund, these additional charges will automatically be refunded.
You should, however as an act of trust, first send your seller a second payment for just the 20% of the material. Send your payment by PayPal as Goods and Services, and add slightly more to cover the PayPal fee for sending a payment.
At the end of the dark dismal day, you will have received all your money back, and you will have paid your seller for the 20% of the material you have received.
