Hi,
I recently purchased an item from a seller who then stated that they would not be shipping it. They did this after they printed the shipping labels and ebay shows the items as "Shipped" and does not yet allow me to return the item (not that it was ever sent)
How should I go about dealing with this?
Should I open a dispute/refund on paypal?
Should I wait for the return item to be available?

You will have to wait until the original estimated delivery date has passed by at least 24 hours, then open a case for ITEM NOT RECEIVED in Ebay’s Resolution Center.

Sorry to continue this thread but the estimated delivery date is 20 days from now. That's a long time and will make getting money back if the seller does not cooperate a lot harder. Considering I have messages from the seller stating he is not sending it, isn't there a faster way to handle this?
Is there something the seller can do

The return route is a dead end @dyhend_8468 -- you have nothing to return.
You can open a dispute http://paypal.com/disputes for Item Not Received within 1 minute of payment. Following, go back immediately to the Messages page and click Escalate to PayPal at the bottom.
Go silent and don't respond if your seller contacts you now. PayPal will wait up to 10 days for the label to be delivered, and then force a refund.
