I'd wait until the Dispute period is over and then refund the rest of her payment minus the fees you paid out to eBay and Paypal after the partial refund.
The delay allows her to appeal the partial refund.

At a guess, the bots looked at her Dispute, realized that she had not received the Thing, and it had not even been shipped, and decided that it was Buyer Remorse, which does not include shipping in the refund.
