I raised a ticket as a buyer for an item that wasn't delivered for almost 4 months, when I contact the seller it was responded repeatedly its delayed due to covid pandemic situation , however recently i raised it on Resolution center whereas the case got closed without prior confirmation nor conducting a proper investigation.
Now the issue is I cannot open another incident on resolution center or contact Ebay helpdesk due to their limitations set on the platform nor reopening the same case.
My question is at such event what're the possibilities I'm left with to go for a refund?

eBay is only good for 30 days after the due date. Open a dispute with PayPal here within 180 days of payment. Otherwise, file a chargeback with your card issuer.

From Card issuer its possible for a chargeback...thanks for the advise.
