I've had 2 recent returns with problems.
#1 The buyer returned only 8/10 items received, and of the 8, 2 were used. I went to the return case and reported the problem to eBay, but received no response, and there was nowhere to further communicate, upload pictures, etc. I checked on the return shortly thereafter, and eBay fully refunded the customer and closed the case.
#2 Pending return. Customer returned a pricey cosmetics item used and contaminated. I've updated my listings to no longer accept returns on these items (lesson learned). Regarding this return, however, how can I provide pictures and fairly make my case?

As a seller you are on the lost position from the beginning. Crooks know about that and more and more of them are attracted to Ebay like flies to the honey. Better sooner than later Ebay, hopefully, will put fight and listen to the seller a little.
Generally (I read this on this forum and agree) do not sell anything on Ebay you can not afford to loose.

I did offer 30 day free returns on both items. Are you saying I could do a partial refund, and that would close the return? Can the buyer leave negative feedback?

In the first case you can probably file a report with the USPS Postal Inspectors. If this person is making a habit of such a thing it might do some good.
In case #2, depending upon the type of case the buyer filed, any statement about not accepting returns may be unenforceable. Of course, to have an enforceable no return policy for remorse returns you need to have set up a NO RETURNS policy and not a 14, 30 or 60 day one. Of course, a not as described return under the MBG trumps a NO RETURN policy.

Frankly, I believe the buyer would have the option to appeal such a partial refund since there is no way that the OP could actually disprove a not as describe dispute. Whether eBay would cover the rest of the buyers full refund I don't know. However, there is, to the best of my knowledge, no way to force a buyer to accept less than a full refund on a SNAD return.
