Rejected a Dispute after winning?

I'm not sure which category this exactly goes under, but here goes.

So recently I bought an item from eBay and the seller shipped and a few days later it was marked as "arrived", except I did not get the item. I tried contacting the seller in which they replied in broken English and turned into an awkward conversation that was getting nowhere. This was the first time this situation happened to me before I was uncertain what to do. The conversation was weird, and it got to nowhere in which the seller appealed to eBay, and the seller won the case. I tried appealing the case to eBay in which I won the case? Then I got an email again today stating that they have kept their original outcome. Within the email with Beverly I was told that I won the appeal, now I'm told that my appeal was rejected? I'm confused about what to do from here. The item was not too expensive, ranging in $50, but I just don't want to pay for an item I never received. Is there anything I can do? Thanks in advance!

Go to your payment source, PayPal or your credit card co. and file a dispute.  You can print the order details showing your address and the tracking number and take it to your post office to inquire whether or not the item (tracking number) was delivered to your address. If not, ask for that statement in writing. That will give you some ammo to prove your case. Your PO may try to brush you off, so be prepared to argue. You should have done that before opening the appeal on eBay.

Thank you very much! Will do. I went to my local USPS and they told me they would ask the deliveryman, who said it was shipped when I returned the following date. I didn't know what much more I could have done then. I do also have cameras around my house and did not see a delivery truck pass around that time.
