So I recently sold a phone case to someone and the case for the iPhone 11 Pro and they want a refund because they have the iPhone 11 Pro Max. They said, "This case is for iPhone 11 not the Pro Max in the description it says iPhone 11 Pro. This doesn’t fit. Requesting Refund." and I paid the shipping cost to ship to them. Do I have to accept this and refund them, and if so can I not refund the shipping cost that I paid? Can I make them pay the return shipping?

If you said it was for the max and it doesn't fit then yes you have to accept the return. you also have to pay return shipping, I know you cannot withhold the original shipping fee.

No you'll have to pay the return shipping because your description was incorrect. But the good news is eBay's return service is typically free if you used USPS first class mail or priority mail. If you did, have the buyer look on the order page for instruction to print a label.
