I recently bought an item for $189 this was £155 Sterling. The shipper said my purchase could not be delivered a month after purchase. The shipper refunded $189 to which I received £144 Sterling. I have lost over £11 on an item I didn't receive. To me it doesn't matter who is wrong or right, I tried to buy something, I failed and it cost me eleven quid.

Exchange rate difference of about 10 cents to the pound in the weeks you purchased to when you were refunded, i doubt the seller is even aware, he received $189 and refunded $189.

This sounds like you purchased an international item. The transaction was conducted in Dollars. Buyer received $189 for an item. He failed to deliver the item so he refunded you $189.
Had your local currency appreciated against the dollar, you also wouldn't have to recompense for the seller's depreciation. The entire transaction was conducted in dollar, any monetary change won't be accounted for.
