Refunding an order Before shipped

I sold an order and somehow the wrong shipping was put on the order. An oversized box at a $49 shipping rate was sold as Medium flat rate of $13.20

I immediately Refunded the order in full thru Paypal but how do I get the Final Value fees back ?

I went to cancel the order but if I do this, will it Refund the Payment again to the customer ?

I know I should have Cancelled first but I wanted to get the money back in the sellers hands ASAP.

A payment can only be fully refunded once. If there's no amount remaining, a cancel will be just that, and no further refund will be issued.
