At the beginning of November I shipped several items on the 3rd of that month. Per usps tracking detail the items were accepted but never moved for over a month. Both buyers opened claims for non reciept, I started usps claims for the 2 lost packages, and gave refunds to each buyer. Roughly 1 month after the initial drop off date the items were finally delivered. Usps eventually denied my lost package claims. My issue: both buyers will not repay for the delivered items. I’ve tried messaging and calling each buyer to no avail. One buyer actually blocked my phone number as well as eBay messages. I’ve contact eBay and they advised I needed to report both buyers in their system, which I did, but nothing happened. Any advice on what step I should take next.

Nothing is going to happen.
They were voluntarily refunded.
The decent thing for them to do is pay you back but they aren't obligated.
The carrier is at fault here and I'd have a serious talk with them about what happened because a month of no movement is not normal.

You refunded them because they opened INR and you refunded without eBay having to step in, you can appeal to eBay and they should reimburse you for the loss for both:

The post by the eBay blue kyle@ebay in the above discussion suggested that the seller MAY be able to get assistance for this situation and they should contact CS (who is basically useless as we know but social media reps would be a better guess).
There also was a link in the above thread to an older discussion that suggested there WAS an apparently an UNPUBLISHED policy about this and how sellers could be made whole. It is from 6/16/2021. The pertinent information is shown in the screenshots in the original OP, with the best information given in the second one titled ASK EBAY That was a post from CS reps answering via the social media portal on TWITTER (now called something else)
A subsequent update by the OP @popblox was posted on that thread that noted the 'refund' process was still working as of 1/27/22

To me it looks like a seller who has refunded for an INR and there was a subsequent "delivery" simply needs to know where to go since there is still no published information that anyone can find other than this anecdotal information. We need to know if this process still exists.

That's interesting.
From the policies that are displayed to the public, I don't see anything that reflects that policy.
From my understanding eBay would only allow an appeal if they made a decision in buyer favor. Then if it got delivered the seller could appeal that decision with evidence of successful delivery and show that it was given to the carrier within the sellers handling time.
Would be nice to see if what this CS rep said has any truth to eBay providing this for voluntarily refunds.
