Refunded accepted: "Cannot send shipping label"

I received an item damaged and proceeded to seek refund, which the seller accepted. However, they indicated "cannot send shipping label." When I contacted them, they simply asked me to purchase the shipping label and they would refund me. How do I know I'll get the refund? I also don't have a PayPal account. I'm from Canada, the seller is from the US.

The lack of paypal does make this more complicated. Usually you would have the seller give you the money for return costs upfront but you need to find some kind of platform you both have to exchange that money.  Tell the seller what the cost will be for a tracked service back to the their address. And figure out a way to receive the money 

 

Unfortunately with international transactions eBay doesn't have a means for providing a return label

IF you pay for return shipping on your own BEFORE you get funds from the seller, there is no way to 'force' them to give you the return shipping money.  They can skip out on you and you are SOL.

 

Also, DO NOT accept a partial refund as a way to get you the funds for return shipping!  You do that and when the item is returned, the seller is only able to issue the rest of the original funds paid as a refund, not the WHOLE amount, because part has already been refunded.  You do that and in essence the seller has tricked you into paying for the return shipping.

 

Wait the 3-days the seller has to issue you return postage or funds and when they fail to do that, contact CS and ask the return case be close in your favor - seller failed to provide return shipping.

 

I assume you filed a case in the Resolution Center (link at the bottom) for a "not as described" reason?  If not do so right away.
