Refund not working.

I'm trying to refund a buyer because the item was defected but everytime I try to refund them, I keep getting that the refund didn't go through and that to try again later or to contact Ebay. I've tried three times already to refund my buyer but I keep getting that same message over and over again. Why is this happening?

Do you have enough cash in your PayPal account to cover the item cost plus shipping and any taxes or fees that may have been removed by eBay?

I think that might be it. It can't just be taken out from the account I have on file with my Paypal account?

No, they no longer pull funds from your back up source for refunds.
