I'm trying to get a refund that PayPal says Ebay won't release the funds and there is no credible phone number to call and speak with a person and not some **bleep** computer any suggestions?

You can ask for a call back from eBay at the bottom of this page. Problem is that eBay and PayPal will play the blame game and have you bouncing back and forth, until, they're hoping, that you get tired and give up. Good luck.

Are you trying to get a refund from a seller and the sellers funds are being held and can't refund?

If so, they need to transfer enough funds in to their Pay Pal account to cover the refund.
