I mailed several packages usps. 10 weeks ago. Customer filed item not received and I refund them-I filed with usps to find lost items and filed claim for my loss. Well today customer said package arrived! Can I bill them? How would you even do this? My usps claims were denied(usps said they sent a letter I haven’t gotten yet for reason of denial) so no problems there as far as money goes. But do I just write it off as loss? Ir can customers be billed after they received a full refund?

You can't bill them. Write it off as a loss on your taxes.

I don't think there is as way to "bill" them. Seems they are nice people as they let you know about the arrival, so you can ask them if they would be willing to send you a payment, perhaps minus postage due to late delivery, although not your fault., via check or paypal. Shouldn't be against ebay rules.

If the buyer is willing to repay, you can send an invoice through Pay Pal or another service you both decide on.
If they won't repay, nothing you can do but write it off.

I had a buyer ask for a refund due to item not received. I refunded him immediately. It was $2.00.
Item showed up. He insisted on refunding me. I gave my email name without the @yahoo.com after my name but afterwards and he gave me a refund on Pay Pal. Was rather shocking...I told him to forget it that its rather complicated. Or he figured somehow to refund me another way. But seller and buyer has to be hooked up to Pay Pal for that refund.
