Please can the community advise. I purchased comics lot from a seller in the UK in near mint condition, the seller packed the items without bubble wrap or boxing and the items are damaged in transit, i have pictures of items and package damae. Due to clearance delays, with imports i had to wait over 2 months to receive the item, with proof of actual delivery and immediately raised the dispute and request for refund on the day of reciept.
The seller is not accepting any liability and indicating that they are rejecting my refund and i need to take this up with ebay shipping programme or paypal. I have requested for ebay to step in but it would be great to chat to someone for assistance at Ebay.
Any recommendations on resolution.

@ma_492919 Was this a GSP order? If so then Pitney Bowes should refund you since you filed the refund request within 30 days of delivery.
IF it was a regular order then the SELLER should refund you too due to the 30 days after delivery rule.
I would suggest you contact CS on social media.
Contact customer service by sending a private message on social media. You leave a message and an eBay employee will get back to you as soon as possible. To speed things up you can leave your registered account information in the PRIVATE message: Full name, address, phone number, email address, user ID, and a brief explanation of your problem.

If ebay for some reason says it's too late for a refund request then you can file with paypal, but do NOT go to paypal until you talk to ebay. Once you go to paypal ebay can no longer help you.
Paypal has a "return shipping on us" offer for Paypal members with a USA residence and a USA bank account linked to their paypal account. They will reimburse you up to $30 per return for up to 12 items per year.
You have to activate the offer prior to opening a return case for an item that was not as described. Payment for the item must have been made using your paypal account

You have 180 days from purchase to file an item not as described claim on paypal.
Follow all of the steps. Do not let it time out. Escalate the dispute to paypal if the seller has not refunded you a few days after tracking shows delivery. If you are returning an item to a country that does not have 1st class delivery confirmation you MUST use Priority Mail.
