I'm trying to issue a full refund to a buyer, but every time it tells me something has gone wrong and I should go to PayPal to fix this issue? Any ideas on what the issue could be and how to fix it?

I have had this happen from time to time.

 

BUT when I visit my Paypal account I find that in fact the refund did go through.

 

Have you looked at your Paypal account list of transaction?

Paypal and Ebay are having a problem with refunds.  The way it used to work for me, since I keep my PP balance at -0- is that my linked bank account always funded the refund via e-check.  Has worked that way for years.

 

All of a sudden, doesn't work.  Get a very non-descriptive error on Ebay and when I went to PP to issue the refund instead, I get an error message that I don't have enough $ in the PP account (which I keep at -0-).  Refuses to go to my linked bank account to issue the refund.

 

Don't try calling Ebay CSR or Paypal CSR, they will blame the other company.

 

As I understand it, this is a policy change with Paypal.  You must have enough $ in your PP account to cover a refund.  They will NO LONGER use your back up bank account.

 

I solved my refund issue by having a couple of sales come into PP which I didn't transfer to my bank account and the next time I tried the refund on Ebay, it went through.

 

It doesn't matter to me that they made this change, per se.  What matters to me is that neither company told their customers that back up bank accounts would NO LONGER be used to fund refund requests.  Poor communication and implementation.

I'm having the same problem. Ebay CSR told me there has been an issue for the last 3 days with the refunds. I had a guy with buyer's remorse saying the card was damaged and it wasn't as I got it back today and it looks perfect. I had to pay the paypal balance since his return was put on hold and left me with a -179.92 balance. Paypal wouldn't let me transfer money to my account and had to go through paypal collections to get them to take the money from my debit card on my account. They said it takes up to 24 hours for it process and it should be back to normal. I've never had a return and this is a first out of 1200+ transcations I've done.

Same issue here. I want to scream! I transferred the amount to my PayPal for the refund yesterday (11/28) for a $31 refund since I can't do it through eBay since it keeps giving me an error screen and my PayPal balance was zero since I don't use it often so I couldn't issue it from there either. Last night it said the funds are estimated to arrive in my PayPal account 12/3 (which means I will get a strike since it will be late). I logged in to try again today, and the estimated arrival date of 12/3 literally has a line through it now and then it says the arrival date has changed to 12/4! I don't want a strike and I am just trying to refund the buyer which I have plenty of funds to do in my bank account but it seems there is no way around it other than being late which is beyond frustrating! Not only that, but when I hit refund on PayPal again today it said the refund was $29.74. Then when I click to issue the refund it takes me to a page that says $32.74 instead and there's a button to confirm it (which it won't allow me to do since I don't have funds in there yet). The item sold for $31 total. I have no clue now if my $31 transfer will be enough to cover it or not so I transferred a stupid few extra dollars to make sure which PayPal says will arrive 12/5, pushing the date back even further. This is ridiculous. I just want to get my buyer her refund back and eBay is making this impossible and it'll make me look bad.

Those extra dollars are probably sales tax charged. You don’t need to refund that. Best to make the refund through Ebay once the money is in your PP account. That process will not force you to refund the sales tax and will give your your FVF, etc.
