Where did you get that idea? I regularly sell international packages and I always bring them in already sealed.
On the other hand if they are or might be illegal items then maybe you shouldn't be selling them in the first place.

I don't think the cut has taken place yet. BUT due to manpower shortages there are some reported delays.
