I used to travel a lot for work and yes, I got different content depending on which country I was in but my Canadian account has worked all over America and Europe.

What i meant by US Netflix is exclusive to the US is the content, of course if you subscribe to Netflix you can log in anywhere in the world, but as i have already mentioned the content of programmes / movies is vastly inferior in many other countries.

Perhaps netflix doesn't offer subscriptions in the buyer's area? DunnoIt is, but most content isn't available. They have to use a VPN.
The OP is trying to game the system and their countries laws by buying an American account to get more content.
But "buying an American account" won't get you American content outside America unless you use a VPN. Which you can also use to buy your account in the first place. Or simply use after buying your account.
Netflix accounts aren't region locked.
If you have a Netflix account, you have a Netflix account.
The determining factor of what content you get is where your IP address is located at the moment you're trying to access that content.
Netflix also blocks content streaming with most VPNs, regardless of your reason for using the VPN.
