So my story is this. Sold an item on here. Lady paid for it no problem and I sent it out next day. Time goes on, I check tracking and it says "insufficient address, return to sender" (10/26). So I contact her and she says for some reason the post office is saying the address lacked a apt number but it's her house. Said she was going to contact local hub and have item held there. Said if it did get returned to contact her and she'd have me send it to a relative in CT. So I check and tracking does then say that it's held at customer request. Time goes on and I check tracking again. "Return to sender processed" shows on 11/7. I contact her again and ask whats up? I see the item was held at PO, did she not go pick it up? Never heard a word. 12/1 it shows up back here. I contact her again saying the item got returned, how does she want me to proceed? So far..........crickets. So what do I do here? It's been over a month since the sale. Do I hold onto the item and wait for contact? If I do a refund can I get my auction end fee back through ebay? Never had anything like this happen before.

You can just issue a refund less shipping. Strange you never got a notice from your buyer. Most get yippy if a package is a few days late. Be sure to save those messages and tracking that shows went wrong. You might need them if a case does get filed. Paypal allows 180 days from purchase to do so.

Will ebay issue a refund on my final value fee if I send a refund though or am I just going to be out that fee and PP fees?

You can get a credit for your final value fee if you cancel the transaction and issue a full refund for "Problem with buyer's address." eBay does not give partial credit for FVF so you won't get any credit if you give a partial refund such as withholding the shipping cost.

I would not have contacted the buyer first, I would have waited for them to contact me about this issue.

See therein lies the problem. Since the item was shipped, returned due to insufficient address, and it's been over a month ago, there is no option to cancel the transaction.
