Can someone explain why "Fine Arts" are on the GSP Excluded List?
Is eBay worried that someone will steal a valuable painting or sculpture, and then use Global Shipping to get it out of the US?
I ask this because I'm a painter, and would love to sell internationally with the help of Global Shipping.
Is there any legal way around what seems to be a hard and fast rule? (For example: Declare that a portrait is a "Visual Description", and NOT "Fine Art".)

I looked under the Art category, as far as I could see there is no "Fine Art" category. These are the listed subcategories (none of the subcategories themselves have subcategories:

The GSP doesn’t explain why they restrict some thing. For fine art I would say that they don’t want to be responsible for it and it needs to be professionally packed (and they are not professional packers there). Shipping damage is the GSP’s responsibility so it makes sense that they don’t want to be responsible damage.

Would not "fine art" mean a work done by an artist of some notoriety?
Something done by (and please pardon the choice of words) "a guy who wants to sell his paintings on eBay" probably does not fall into the Fine Art category.
Can you list under Art>Paintings or some of the Art>Paintings subcategories?

Fine Art is a category, not a description of quality.

I see what your saying but if OP IS producing/creating fine art, he would need to list it as such in order to get fine art prices IMO.

I have since learned that "fine art" has more to do with aesthetics than price and / or the perceived notoriety of the artist, so my apologies if any offense was taken, none was intended.
One thing about the GSP, not only are you dealing with potential restrictions on what can be listed ( mostly based on what category in which you place any given item), you are also at the mercy of what can be shipped to any specific country. So I could see a situation where a painting would be allowed into Country A but Not Country B.
